The FAIRFAX COUNTY TAXPAYERS ALLIANCE

Resolution in support of tax revenue distribution equity in Virginia

Unanimously adopted by the convention of the Fairfax County Republican Committee April 6, 2002

WHEREAS Fairfax County is home to 14 percent of the population of Virginia, and

WHEREAS Fairfax County accounts for 27 percent of Virginia's tax revenue, and

WHEREAS Fairfax County received back from Virginia's state government only 19 cents* for every tax dollar sent to Richmond, to fund local programs, and

WHEREAS Fairfax County real estate property assessments and real estate taxes have increased dramatically over the past two years, and

WHEREAS transportation infrastructure improvements in Fairfax County and throughout all of Northern Virginia are in desperate need of improvement, and

WHEREAS Governor Warner has ordered a reduction of 51 percent in highway projects in Northern Virginia, compared to 8 percent for the rest of the state, and

WHEREAS tax revenue distribution equity, not a tax increase is needed;

THEREFORE, BE IT RESOLVED that the Fairfax County Republican Convention calls upon the members of the Northern Virginia General Assembly delegation, both Republican and Democrat, to seek Virginia tax distribution equity for Fairfax County and all of Northern Virginia, with a goal of returning to Fairfax County a minimum of 67 cents for every tax dollar paid to the state by Fairfax County taxpayers, and

BE IT FURTHER RESOLVED that until tax distribution equity is achieved, no further taxes of any kind be proposed, by any means, for the citizens of Fairfax County and all of Northern Virginia, and

BE IT FURTHER RESOLVED that the Fairfax County Republican Convention calls upon Governor Warner to restore funding for Northern Virginia transportation needs and cancel wasteful projects such as the Coalfields Expressway, and

BE IT FURTHER RESOLVED that the Fairfax County Republican Convention calls upon the General Assembly to dedicate 15 percent of state income tax revenue derived from Northern Virginia to priority transportation improvements, for the next ten years.
