Virginia's "budget crisis" occurred, not because of a lack of revenue, but because there was a surge of extra revenue between FY1998 and FY2002. The legislature and governor, in planning future spending, assumed that the surge would continue indefinitely. As it is current inflation-adjusted spending per capita is well above the FY1998 level.
