Over the past 25 years, Virginia inflation-adjusted spending per-capita for "Individual and Family Services" increased nearly 66 percent.  Spending for "Administration of Justice" increased 150 percent.  However per-capita spending for transportation did not increase.  Furthermore, it appears that the state raided the transportation fund during the recessions of the early 80s and early 90s.
